Help with setting up QWCTIMZON

I am looking for some help setting up the new time zone data area. The following are the 2 examples in IBM's time zone, but I am not sure which one to use. We are on CST and observe Daylight savings time. Any help would be appreciated.

QN0600CST -6:00 CPX0921 Central Standard Time (CST) CPX0922 Central Daylight Time (CDT) First Sunday in April Last Sunday in October

QN0600S -6:00 CPX0923 Central Standard Time (S) CPX0924 Daylight Saving Time (DST) First Sunday in April Last Sunday in October

My format is like the first one.

BTW: President Bush just signed a bill adding one month to Daylight Savings Time in the US (effective 2007?).
