Help with setting up IVR prompt for every user

I have the task to migrate 500 users to the CUCM, with EM.

How to get this setup: if you call a logged-out user
ivr: press 1 for VM, press 2 for forward to their cell, press 3 for a colleague (=HP of the group)

My huge problem is that at the moment all users are member of their departments HuntPilot's Linegroup. So if customers call, they always get someone to speak!

In the new situation, 66% of the users want to use 'if bussy or logged-out' forward to the cell.

I cannot imagine this is good for the business, and we only have one PRI directly to our cellphone provider (those calls are free!)

I am new to UCNX, I now you can do voice prompts, but our business partners says that their is no BAT-file kind of import, or template we can use for a department.

Should we purchase other software, any help is greatly appreciated!
 
Even as a member of a huntgroup, if the DN is called directly and not accessed via the hunt pilot, it will follow the DN's call forwarding configuration and not the hunt group it belongs to.
As far as creating custom options in their maiboxes, since they are already build it is a manual process. You might want to look into a ivr option like ccx to do this instead of Unity, depending on how many users you are talking about.

To keep it simple, I only need 2 options if the user is logged out:
IVR, press 1 to forward to his cell, press 2 to forward to the huntpilot (in which his/her colleagues are 'in')
I understand now that if all colleagues also have this IVR, just forwarding to the HP (option 2) doesn't work, there is a chance that the customers hears lots of IVR's after each other!

CCX, you mean Cisco Unified Contact Center Express?
Isn't that a bit overkill (and pricy) for all these (500!) users....?

By the way, we have a CUWL Pro license. This is a part of our european standard.
I am not that familiar with this licence, but according to this it says 'contact center capabilities.
Maybe you now more about that?

If we have a working CCX installed, is CCX technically then the easiest way to import all users and after that add new users?

The most important thing is easy usermanagement and the capability to use templates for easy configuration of new users (if possible:)
