Help with Sendmail and SASL Authorisation

I have compiled Sendmail 8.11.3 and SASL on a FreeBSD 4.3(Beta) system.

How do I....
1. Make sure it is all working together?
I can't get any indication that it does.
2. Configure so any valid user on the system can relay
no matter what their IP?
