Help with Perl and .htaccess

I currently manage my school's server and I'm trying to install TWiki on it. In the instruction sheet, it says to add:
SetHandler cgi-script
to my .htaccess file. But even when I add it to my script folder, it shows the script I need as plain text. Anyone know what might be the problem?

I believe your httpd.conf needs an Options Allow Override style statement for that folder, so that .htaccess has the desired effect.
