Help with Modem Blaster Flash 56 II external modem

I can't seem to get this modem working with RedHat 7.2 running 2.4.10 kernel on COM1. wvdial recognizes it and tries to dial, but can't get a dial tone. Minicom does not think it is there. I know the IRQ (4) and I/O Address (03F8) are correct. Where do I go from here? Do I need a driver for an external modem?

That is supposed to be a regular modem so it should work with linux. Try following the redhat getting started guide -->
If you then look at /etc/sysconfig/network-scripts/ifcfg-ppp0 you should see the saved modem config. You can edit that file to do some customisation - for example it might be an idea to try adding a modem init string :

INITSTRING=AT&FW2&D0X4S95=3\N3%C1

(that is supposedly the init string as per --> )
