help with line busy

Hi,
some of my lines showing busy all the time

susip:rou=1,tru=all;

i tried to block but it shows block request, that means i even can not block it

what does call trace show ?
Are they connected to each other -ie 2 x outgoing calls transfered together?
Most PSTN lines will not release in this case
Restart TLP11

When i tried to call it goes from #0006
So i restarted in your advise the TLP11 and all lines showing free now.
