Help with internet explorer

For an unknown reason, I cannot sign into my email or any other site that requires a login, but I can still surf the web fine. When I try to sign in on IE, it says this page cannot be displayed. On Mozilla Firefox, it says that the "connection was refused". I have checked my internet settings, and I have java, javascript, and cookies enabled. I don't know what's wrong with it, but it doesn't seem to want to accept any secure connections. Help please?
 
sounds like your ISP doesnt like their ISP.. I think this is a server issue and not a client issue
 
question. Can you browse all sites? like or ? if you can't browse secure sites do this

1) click START and RUN, type,
REGSVR32 SOFTPUB.DLL click OK
2)click START and RUN, type,
REGSVR32 WINTRUST.DLL click OK
3) click START and RUN, type,
REGSVR32 INITPKI.DLL click OK

AND CLICK OK WHEN ALL THESE SUCCEED (type in lower case )

4)click START and RUN, type,
IPCONFIG /FLUSHDNS click OK

let me know what happens and i'll give you some other steps if this doesn't work.
