Help with gauge charts

the issue i am facing is with the gauge chart.

I need to display
1) Completed Inspections
2) Total Inspection

based on district and county level.

The issue i am facing is setting the maximum limit on the chart.
for example:

if the data i have is :

District 1: 2000 completed inspections and 4000 total inspections.
District 2: 3000 completed inspections and 5000 total inspections
District 3 : 4000 completed inspections and 7000 total inspections.

The chart displays:2000 /7500 for District 1
3000 /7500 for District 2
4000/ 7500 for district 3.

Which is incorrect.

Could you please help me out, I need to resolve it A.S.A.P as this is an urgent requirement.

What is the chart based on? If a formula please show it.
What is the 7500? What should it be?

The chart is a drill down chart based on two groups
1) district
2) county

the fields need to displayed are:
completed inspections
The limit should be based on total inspections.
7500 is the default maximum limit auto generated by crystal reports for this report.
There are 6 districts
Each district has about 10 counties.

The chart displays the completed inspections for each districts.The maximum limit should be based on the total number of inspections for each district.
like if for district 1 the completed inspections are 1200 and the total number is 2500 so the graph should display the axis limit 0-2500 and point the needle at 1200, now if the second district has completed inspections 4500 and the total is 6000,so the chart should display the limit 0-6000 and point the needle at 4500.

In the output there will be two charts created as there are two districts, Now what is happening is that crytal is setting the maximum limit to 6000 for both the charts as it the maximum value.
and the needle in one district points 1200 and the other chart points 4500.

But the if we look at it , it displays 1200/6000
and 4500/6000.
It should be 1200/2500 for one chart and 4500/6000 for the other

the maximum limit is constant for all districts, which is not the requirement.
