well.. number one.. I don't believe that is possbile unless you have some java background. Number two.. what you can do is create two tables, and insert your Page's title into the the first one. Another table can be modified quite easily and would move with the page.
I am curious as to why you would want to do such a thing though.. doesn't that contridict having frames?
