Help with form building (a total newbie here, who's lost)

Hello guys,

I'd like to build a program, a form actually, in which a user can select a number of things from preferably pull-down menu's (there need to be around 30 of those), some of the choices must be linked to numbers which will be used in a calculation whose result must be on screen.
Also the user must be able to select images from a pull-down menu, which will appear on the form.
It should be possible to save and load the form, in the state the user wants.

Now this can't be that hard, can it? But I don't know where to start, I am totally green on this subject, any tips?
