Your ntp daemon has failed. I'd look at /etc/ntp.conf to find out where its logs are. Then look at the log files.

You can try to restart ntp with

startsrc -s xntpd

Also, your xntpd daemon will not start if your time on the local server is too far offset from the time on the NTP server. To fix this you can run "ntpdate xxx.xxx.xxx.xxx" where xxx.xxx.xxx.xxx is the IP of your time server to sync your clock, then start xntpd using the command that p5wizard posted.
