Help with clock on redhat 7.1

After a week of trying to get NTP to work on my server running Redhat 7.1 I tried to sync the clock using the ntpdate command and kept getting told that i was about 12 hours off. If I set the clock 12 hours forward everything seemed fine except as of now 1623 CST 2123 GMT/UTC the clock reads 0323 on the following day!

If I set the clock to GMT and run NTP date it jumps forwards 6 hours. the #Date command gives me date and time then GMT-6 even though the time is +6

My /etc/sysconfig/clock file reads

ZONE "Etc/GMT"
UTC=True
ARC=False

even if I reboot and do a date command it tells gives me GMT-6

I'm totally confused can anybody please help me??

If you are in the UK set it to read :
ZONE="GB"
UTC=true
ARC=false
