Help with acc97 shared database lock problem

I have a database one table 50 fields, 3 groups of users, admin wholesale and retail. each access the table through a form populated by a query. all 3 forms have record locks set to edited record. no one in any of the groups will edit the same record (records are assigned to the users) so no 2 people will be on the same record. however a couple of times a week, one user gets locked out from saving their info. any ideas why/how or better yet... how to fix it.
 
Erm, correct me if I'm wrong, but Access 97 can only actually implement page level locking (despite what it says on the tin). To reduce the chances of users editing records on the same page (and the db throwing a wobbly) data can be displayed in read only continous forms (all are visible) and added/edited in single record forms.

Single record forms won't be popular, but you can use the OnTimer event to close the form (after a certain period of inactivity) to prevent the likelihood of a page locking event occuring. Alternatively, the single record form could be unbound and populated with data using the OnOpen Event - that way it doesn't matter how long the form is open...
