I tried to to implement the policy of forcing USERS to use the Winroute Proxy Server, but it didn't work.

I tried the policy:

/ TCP <Internet COnnection> all ports=> Any host=80
X TCP <Any Host> all ports=> Any host=80

but the thing is workstation cannot browse the internet.The security logs showed that winroute denied all outgoing packets.

Is there any way to correct this configuration.

Simplest method (IMO)
Make sure that no default gateway is set in the w\s TCP/IP settings or DHCP options and set the proxy server address and port in the browser settings.
You can use group policies (NT or 2K domains) to configure the proxy settings
