HELP : Who knows how impelementing IE plug in ?

Hello every body, first i would like to thank members that have answer to my first request...

I'm actually looking for how i could implementing an Internet Explorer plug in. And I'm wondering if an Internet Explorer API exists... If this API exists, is it easy to use it ? and what can i do with it ? Could I add event when an URL is validate ? (OnEnter() ...)
