HELP w/browsing internet

hi folks
i'm trying to help a freind out here,
he can't browse the internet.he is able to log on to his dial-up connection then it says server not found,but he is connected to the network(network icon in tool bar).i can ping starlinx.com but everything else(like yahoo.com) times out.i also tried ping with the numbers in case dns was not working..
I have about 4 hours playing with it and not getting anywhere,the only thing that i notice is the DHCP is 255.255.255.255 but i can't find how to ajust it to see if that's the problem..
the computer is running win98 not even se and his provider is starlinx

i'm sorry about the double post but,i will be leaving for work in about 10min so if you are kind enough to reply i won't be home from work until 1am est..so there won't be any fast replies to a ? about his system
