Help, users can open up any user inbox in Outlook

I need to remedy a problem ASAP. I don't know how it's happened but users can now go into Outlook, click File > Open Other Users Folder and open up ANY user's inbox and view the contents.

I need to lock this down quickly (I don't know how long it's been going on for) before it becomes common knowledge.

Is it a permissions issue in Exchange?

Any help would be really appreciated.

How many users can do this? What have you checked?

Any user (we have 150) can open any other users inbox by clicking File > Open Other Users Folder.

I don't really know what to check in this instance. Any guidance would be grateful.

start looking at permissions on the mailbox stores, and then go up from there.
