Help upgrading Avaya IP office 403 from 2.1 to 4.x

What is the correct procedure in upgrading from 2.1 to IPO 4.0 or 4.1?

I thought you need to upgrade to 2.999 then to 3 then to 3.999? Not sure?

A 403 only goes to 3.2 Not enough ram. BTW we have TouchToneTommy here aka TTT or triple T. So I suppose you may be double T?
