Hi Kmishra,
You have not provided version information but assuming you have 8i, you can use "SELECT ... FROM ... SAMPLE..." clause
to make oracle select records randomly from table.
Possibly you can also use a programming interface like JAVA calls and select a random number, would be lillte massy though.
