Help/Sugestion to complet a database project.

First, hi guys.
I`m looking for help,ideias to help me finish a project, I got completelly lost, and don`t know how to proceed.
I would appreciate any sugestion that you might have. thank you.

here is the project:
My friend has a construction company, and he asked me to help him by creating a database that would display a simple form with addresses,names and the location where the house was to be built.
and display a photo of the location.

that was the project, simple I tought. My ideia was, create the database and have Timage load the foto from a directory on the server.
so I started by building a linux server (Red Hat), and installed MySql on it.
the Whole form will have about 60 componets,I was almost finished with the database when he goes and bring me the photo to look it.
that is when my head started to hurt..., the image that he brought
was not a single picture of a house or land, Like I was tinking.
He brougth me a picture that was taken by a gps and then imported into AutoCad. This picture is full of squares and rectangulos, that represent the whole town. I tink it has close to 200 squares on this thing tha represent the diferrent location for the city.

so My question to you guys,
is there any way to have Timage or another componets of C++ display differrent section of the same picture?
or do you have any ideias how to do this?
or any software that let me create a data base and read a map?
