HELP: Restor WSS sites URL on old/new sites

During a migration from one server to another doing a backup and restore onto the new 2003 server running WSS. Each of the top level sites have the line

SharePoint:portalConnection runat="server"

are referencing the old URL. However all the subsites are pointed to the correct URL. Any help would be grateful. Thanks!
