Help reading in data

I have a datset that contains information in a 'report' format. This report is sectioned by dept. and each section has header in formation stating what department that section of the report is for.

I need to read in the dataset and extract only certain dept.'s Is there a way to do this using the header information?

I attached an example to try and demonstrate. In the example I want to read in the dataset and get everything for dept 2 and dept3.

Also I am using mainframe sas
