Help Programming Magix with Announcement overflow.

Just installed a Magix and integrated it with the customer
owned Active Voice Repartee VM. I need advise on setup. What I need to do is replicate the way they handled incoming calls on their previous system: a Intertel 256. Previously all incoming calls rang 3 times at operator x100, then went to a announcement port on the VM, the call then went out to a hunt group of 2 phones and rang continuously until answered.

My solution on the Magix was this: Customer wanted line appearance on 3 phones, so I set-up 3 operators with line appearance. Only 1 operator x100 rings in. Calls ring to x100 3 times and then goes to a dedicated VM port which in this case is connected to a single line x511 on the Magix. That VM port has a Announcement greeting stating "please hold". The VM then is programmed to send the call back to a Phantom on the Magix; x7301. I gave Primary cover to 2 phones for that ext.
I setup a calling group x771 that includes the 70 pool to overflow on a 12sec delay to group 772 which includes only x511. The groups are set as auto-Login.
Heres the Problem:
The plan works, but.....only if the operator is not on a call. When x100 has a call the next call ringing in goes right to the announcement station (x511) with no delay. What is causing this? Is there a better way to set this up?
I set x100 for no abbreviated ring, but no help.
