Help - problem with Control Panel

When I try to activate Control Panel. I recieve the following error:

This program has performed an illegal operation and will be shut down.

Form details the following:

EXPLORER caused an invalid page fault in module KERNEL32.DLL at 015f:bff7b9e6

Can anyone HELP.

Go to Start > Run > and type in SFC.
Extract one file from the CD.
It's kernel32.dll and it's in the c:\windows\system folder.
Restart.
