Help! pcfg_openfile error has shut down all sites.

Hey, I don't know anything at all about all this stuff, but my friend runs our server and ran into a problem today that's affecting all our sites...We could really use some help :-D.

Server is Centos 3.3 running Plesk 7 reloaded 7.1.3

Here are the errors I get...

[Sun Dec 05 09:22:57 2004] [crit] [client 216.198.98.189] (13)Permission denied: /home/httpd/vhosts/ristmo.com/httpdocs/.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

That error is in every site's log after I try to access the site. It doesn't matter if the site has an .htaccess file or not.
Any ideas on what might be wrong?
This happened directly after I was mucking around with one of the site's httpd.include file. After the error, I removed the changes to the httpd.include file and restarted apache in hopes that that would fix it.

Any advice or help would be greatly appreciated.
