I have a application, which upload's files to the server. I am facing a problem, that unless i restart the server, my uploaded file is not accessible.

I hope this question is about deploying your application files to a BEA Weblogic Server, and not about some HTML files going to a web server.
If you are running Weblogic 6.x, you can turn on 'Automatic Deployment', so that when you drop an application into the 'applications' directory, the server will spot that the file has changed, rebuild the application and redeploy beans.
This was your application will be available without having to restart the server.
