Help on installing new lines.

I am installing 3 lines for a Vodavi 5000 phone system. 2 for phone use and 1 for a fax. The business already has 2 extra phones available for the system. There are 5 separate phone numbers, 3 of them dedicated with one roll over and a phone number for the fax as well. When I look at the punchdown block I see that the blue/white-blue are hooked up with some orange/white-orange jumping off to separate blocks. On the main block I see several pegs that are tied to the Vodavi system but are not feeding any phones. Can I punch down all 3 of the new lines on the block? Any help would be appreciated.
