Help on designing a web site for an autodealership 1

We've been contracted by a small automobile/parts dealership to do a web site.

They want to spend the least amount of money possible (of course) and be independent when they do updates to their inventory. My original thoughts was to just do a photogallery of some sort that allows them to upload pictures and write a few lines about the car. Anyone know of a good Photo Gallery that can do this? Or if you have better ideas please pass them along.
