Help - New Lotus Domino User - No System Resources

I have a Lotus Domino R5 mail server running in mixed version 4.5 and R5 environment. I have 725 mail databases. The server is a pentium dual 333 with 128 MB Ram on a RAID 1 Config. The server also runs a number of notes databases as well as the domino web components. Drive C is an 8 GB partition and drive D is an 18 GB partition with 1.5 GB free. Drive C has 4Gb free. The server has been up for 100+ hours and I'm receiving the following message: "No System Resources" Users are complaining about slow response time from mail. Some users can't connect to mail at all. What can I do to troubleshoot this problem?
