Help Needed ....

I need a help regarding a function(Recursive) which plays the voice files for given number.. say
999 999 999
Nine hundred
Ninety Nine
Million
Nine hundred
Ninety Nine
Thousand
Nine hundred
Ninety Nine
I have the voice files for 1 to 19 and 10..90..and hundred , thousand ,million


What all i want is to divide the given number according to files i have and play that files accordingly..

try the following steps

a. convert the number to string with left justification

b. remove trailing spaces

c. get the length of the string

d. now group the string as required and then pass the numbers the way you want.

I need more help regarding this B'coz i'm not suppose to convert to string..I have to write the recursive function ..please give me your advices
