Help needed with rich black conversion problem

Hi. I'm trying to solve a sticky problem. I need to convert the blacks in a TIF file from the standard PSD CMYK setup (64C 52M 51Y 100K) to 30C 22M 22Y 100K for printing. Does anyone know how I go about this. I've checked tutorials but none seem to cover it. This needs to be done for a photographic layout that has been completed and for which there is no time to start from scratch. ANY assistance is apreciated.
 
Try Image>Adjustments>Selective Color then select Blacks and in the CYMK % fields type in the diffrence of what you have and what you need (i.e. you have 64C and need 30C so you would enter -34%). There are actually several diffrent ways of doing what you need, but it really depends on the image itself. If this doesn't work, try giving a little more detail about the .TIF itself.
