Have you tried activating by physically connecting the device to the server and manually assigning it to the user?

I have just had the same problem - if you connect the server to the handheld and assigning it to the user you will over come the problem.

When you do this make sure the handheld has been wiped go through options - secuirty options - general settings - click scroll and wipe handheld.
