Help needed: trying to utilize multiple IPs from ISP 1

I could desperately use some help. I am the co-IT admin for a small business in VA. I know enough to be dangerous but have no formal training (so-to-speak). Here's my issue:

We currently have Atlantech as our ISP with a block of static IP addresses. Our network consists of the following:

Company's private network
VoIP phone system network
Secure client network (via VPN router)

Our current setup consist of ISP router=> 4port switch=> company router (IP 1), VoIP phone system (IP 2), and client VPN router (IP 3).

The problem is that the client's VPN router keeps dropping connectivity. Even though the VPN light stays lit, the PCs cannot connect to the network. I end up having to reboot the VPN router 5 to 10 times a day. I noticed that when this happens, our company router is rejecting traffic that should be directed to the IP address of the VPN router.

So... I am thinking that the problem may be fixed if we replace the budget 4 port switch between the ISP router and the other 3 devices with a smart switch with some kind of way to route IP traffic to the correct ports. Since I have limited knowledge of network traffic, could somebody confirm that this would be a viable solution and describe what should be configured in the smart switch?

Any help would be greatly appreciated.
