help needed to use jpeg image for background

I have a jpg image that i would like to use as the background to a menu page, I basically want to display buttons over a jpg or other image.

You can just place your JPEG on Stage and place your buttons etc. on top - but did I misunderstand you...?

Sorry, I just dragged a button over the background and it now works, the button was disapearing behind the background for some reason.

New problem
I double click the button, create a new layer and in its over state i drag a green button over it. When I test the movie the button flashes between grey and green. I want the button to stay green when the mouse hovers over it. Any ideas?

Don't place a button in another button's "Over" state. Just replace the graphic instead.
