I need something that will allow me to edit the register on a computer running Windows ME, WITHOUT using Windows ME to run it with.

Somewhere in the register is a line that is adding http:// to every line or program that you try and run.

This means that when you double click anything, type anything under the run command it adds http:// to the command. This means that Windows is trying to run everything under internet explorer.

And it is also doing exactly the same in safe mode.

You cannot open cmd, regedit, MSdos prompt because it is adding http:// to the command.

Does anyone have any ideas how to fix this or do I need to go down the rebuild path.

Sounds like a virus/worm has hit.
Try copying or renaming regedit.exe to regedit.com and running that.

If virus - could run a dos based virus checker/rescue disk from floppy.

You could restore a previous version of the registry (from before problem) by booting from ME boot floppy ( if you need one) and running scanreg /restore from dos.
