HELP ME WITH A DRAGGABLE SCROLLBAR!!!!!!!!!

Could anyone tell me how to make a draggable scrollbar.

I want to scroll some graphics, but I don't know how to do that. When you know, and want to share you're knowledge with me, please give me a detailed explanation.
