HELP! Limiting Outlook Access

First off, I'm not an outlook administrator. I have an administration question though. How can I block the ability for certain users to send email from an enteprise level? I know that we can set the storage limit to zero and that will not allow email to be sent but this would require touching each user individually and it doesnt seem very clean. Is there not a setting that could allow us to group people together and shut this off? Thanks!
