HELP - Insufficient permission

I am running RH 7.2 and I cannot seem to get Sendmail to work. When I try to flush the queues:

Forcing the attempted delivery of mail with the command /usr/lib/sendmail -v -q ..

I have been over and over the configuration and it seems to make no difference. Please help!

I ended up reinstalling send mail which fixed the problem.
