HELP! IE settings in PS4 (security)

Hello everyone...
Running PS4 on W2k3 SP1

I have a user that HAS TO HAVE THE FOLLOWING:

USE TLS 1.0

Checked in IE (Tools\intOptions\Advanced\Security)

He is not allowed to change this in his session;
I have put svr in install mode, changed it as Admin at the console, put svr back in execute mode, rebooted even- and still no difference!~

Anyone have any suggestions!!????

What kind of profiles do you use(roaming/local/mandatory) and how many servers do you have?

Using Roaming Profiles and Farm of 19. Published Desktops and user needs to be able to check the box on the IE Advanced Tab, under security at the bottom that says:

Use TLS 1.0

BUT CAN'T! He can highlight the text but cannot check the check-box there.....
