HELP - How do I display a layer over an applet

I am having a lot of problems with applets. I have a menu bar which is dynamically generated and displays subitems but when there is an applet on the page, the applet covers subitems.

I can't put the applet into a layer because of problems with Notes Domino.

Does anyone know how to overcome this, if it can?
