Help getting outlook express work again!

hallo everybody!
i have a problem with my postgresql dbms. My c partitoin was too full and windows was working very slow.
So i pasted all my installation files from c to the D partition, and then moved the important foldes back to C.
With most programs it worked fine. But not with outlook express.
when i open outlook espress, i get an error saying that it cant open outlook express cos MSOE.DLL not installed,
or not correctly installed. I tried to reinstall it but it still doesnt work!
please help me if u have any ideas

How did you reinstall OE? Have you tried removing Internet Explorer from 'add remove windows components' rebooting then putting IE back, (as yuo know OE and IE are tightly linked).
