help!! formating data over pre-defined image template

i have a very complex template format (defined by official bodies) to generate tax documentation. is there any way so that i dont have to designed the layout in Reports 6i and just provide and format data.

You can scan the form into jpeg and use it as background boilerplate image by placing it into the Margin section.
