HELP!!! Error msg: "specified network name is no longer available"

I got my domain from Google.

Then I deleted my site from sites.google.com.

Then installed Apache 2.2 on my Windows Vista desktop, set port to 80 and static IP address for my desktop.

Apache is up and running, that I know because when I bring up internet explorer and use localhost as the URL, I get the default Apache index.html page that says "It Works!!".

However, when I type the domain name that I own, I get an error message in the apache error log:

[Fri Oct 08 09:03:52 2010] [warn] (OS 64)The specified network name is no longer available. : winnt_accept: Asynchronous AcceptEx failed.
[Fri Oct 08 09:06:59 2010] [error] [client 58.218.204.110] File does not exist: C:/Program Files/Apache Software Foundation/Apache2.2/htdocs/505.php

And of course the explorer window error says:
The website declined to show this webpage
HTTP 403
Most likely causes:
•This website requires you to log in.

What you can try:
Go back to the previous page.

PLEASE HELP ME!!!!! PLEEEEEEEEEEEEASE!!!

FYI, I did go to the Apache services monitor and verified that Apache service was enabled.
 
There is a BIG difference between getting a site to operate on your localhost interface and a public facing web server. I suspect that the primary missing link is the DNS. Does your domain resolve to your PUBLIC IP? Is your public IP static or dynamic? If it is static, your domain registrar may provide you with DNS service. If it is dynamic, you may want to consider a service like Dyndns.

Once you get the domain to resolve to your IP, you can then setup, you need to set up port forwarding in your router. One way to test this, before you get the DNS resolved, is to go to your domain via your public IP address.


 
First off, THANKS SOOOOOO MUCH for responding. I am terribly lost and wasting HOURS on this. I the last few hours I also figured out that it has something to do with the DNS because I have not registered my IP address on a DNS server and have no idea how to do it.

Here's how far I got - I went to google sites and they directed me to to update my domain services. However, when I go there, I have no clue how to register my ip address and link it to my domain. It takes me to a page that I have saved a screenshot of the page. It was so big that I had to break it into tow pages:
At the bottom you will see the ip address and domain I want to link together but I am sure I am doing it wrong. I dont know how to do this.
