HELP! Encoding differences Tomcat 3.2 vs 4.1

Hello,
I have recently developed some jsp code so that I get a UTF-8 data from a jsp through form parameters, and works fine under tomcat 3.2 i.e request parameters are being retrieved in mutilingual (japanese/korean) format, but when trying to deploy it under tomcat 4.1,the request parameters are not being retrieved in the multilingual (japanese / korean ) format. The static multilingual (japanese/korean) format is rendered correctly. My problem is solved by using request.setCharacterEncoding("UTF-8") but this is only available under 4.1 and i still need to run the JPS under tomcat 3.2 that is our content repository. Any ideas?
A prompt answer would be much appreciated.
