Help: Empty Messages CICS/CP 100

The Operator's mb gets a blank dial tone message everytime someone hangs up after the CallPilot picks up. This problem has occurred since install of current system, but not with previous system. When I call the system and allow CP to pick up and then hangup, the line stays busy according to the system and transfers to the operator, then leaving a blank vm. Is this a line issue or a programming issue?

Does the phone company you are using have supervised disconnect?

make sure the lines have DS enabled in programming. It is off default.
