Help empty fields!

Hi there, I really need help on this asap. I created a report in Access 2010. It's a listing of contact information, name, address, phone, email, etc. Since everyone doesn't have every piece of info, I have the fields shrink if the field is blank. Some cases it shrinks and some it does not. So I thought maybe it was zero length strings in field instead of null. But I filtered and queried and it all appears to be nulls. I even made sure "allow zero length string was set to no in the table for all the fields. I just can't figure out why some are not shrinking. It's so random. Any ideas?

How do you know the text boxes aren't shrinking? Are you displaying their border? A report won't shrink vertically if there are labels or other controls to their left or right.
