I have a black icon which is a black circle with icon inside - i'm trying to change the black circle to blue -- but when I do you see these edges on the graphic like as if you enlarged teh graphic a lot you would see.
I'm changing the color using the paint tool -- any ideas on how I can eliminate it?

Depends a lot on the file. Is the black icon on a transparent layer? If so, then select the layer in the layer palette, press the first button beside the word "Lock" at the top of the palette (to lock transparent pixels). Then you can just use Edit > Fill > Color... and choose blue.

If it's on a white background, use Edit > Fill > Color... and change the blending mode to Lighten.

If the background is more complex, and you need to isolate the icon, you may need to duplicate an appropriate channel and isolate a new selection manually.

These are just a few ideas off the top of my head; there's probably many more ways to skin this cat...
