Help Desk App (web-based, free or cheap)?

I'm not sure in what forum to post this question - there doesn't seem to be a "help desk" related forum. I need a web-based issue tracking application for a help desk we are starting up to support a web-based application used by about 400 customer users. It doesn't have to be fancy - log calls, track issues, refer bugs to the developer to fix, possibly eventually in the future allow users to create their own tickets.

And of course, being a local government agency, it needs to be not too expensive.

Google finds a ton of them - I just need feedback on which ones you think work the best.

I've had positive experiences of Bugzilla, from the team that brought you Mozilla.

At my previous company, Bugzilla was used successfully as a collaborative tool between us web developers, a larger IT Consultancy, and a local council.
