help delphi feat with web programming

Yes, Delphi can certainly help with any number of Internet services. Recent versions, as you might expect, provide more tools than older ones, but a lot depends on what you're trying to accomplish.
In addition, there are a host of VCL components and other addin's that make such applications wonderfully easy to build.
