Help configuring SSI on Windows

Please can anyone answer me.

I have installed on win98

Apache 1.3.14 for Win32
Active Perl

I use this way to write and test cgi-scripts
because in my country internet services are
expensive, so I can`t afford to be online
every day few hours testing cgi,
so I must do it in this way.

All .cgi scripts on my windows 98 working just fine.

I have few new scripts that are so important to me
and I have problem executing them.

In some *.html pages I must execute SSI lines such
as <!--#exec cgi=&quot;scripts/member_page.cgi&quot;-->

and when I open my browser with this html page with
this code in it. I cant`t see anything.

I know where is problem, but I don`t know how to solve
it.
I need from you to tell me how to configure apache server
(httpd.conf) or some other conf file to make SSI works
on my win98.
